License passporting is a regulatory mechanism that allows a company authorized as a Crypto-Asset Service Provider in one EU Member State to operate across all other EU jurisdictions under a single license, subject to notification and compliance with local rules. Central to the EU's Markets in Crypto-Assets (MiCA) regulation, passporting eliminates the need for separate licenses in each country, creating a unified regulatory perimeter across the EU. This framework mirrors passporting in traditional financial services and aims to harmonize crypto regulation while enabling cross-border service delivery. Example: A stablecoin issuer licensed in Malta under MiCA can immediately offer services to customers in France, Germany, and other EU member states by notifying regulators, rather than obtaining individual authorization from each national financial authority. Why it matters for compliance: Passporting reduces compliance fragmentation and lowers barriers to entry for compliant crypto businesses, encouraging legitimate operators to obtain formal authorization. It strengthens regulatory oversight by concentrating supervision while enabling efficient pan-European operations for licensed entities.
